Pennsylvania is one of the more misunderstood solar markets in the country. It is not as sunny as Arizona and it does not have California’s incentive structure — and it still works, for a specific and unglamorous reason: the state has its own closed SREC market, and electricity prices have moved steadily in one direction.

Why Pennsylvania solar works better than people expect
Three things drive the economics here, and none of them is sunshine.
- A closed SREC market. Pennsylvania restricted its Alternative Energy Portfolio Standard market to in-state generation, which removed out-of-state supply. PA solar renewable energy credits are earned for the power your system produces and sold separately from the electricity itself.
- Net metering across the major utilities. Excess generation you send to the grid is credited, so a productive summer helps offset the shorter days of winter.
- The federal residential clean energy credit. A percentage of the cost of a purchased system, claimed on your federal return. This applies when you own the system, not on a PPA.
- Rising supply rates. Pennsylvania’s competitive electricity market means your price to compare changes periodically, and it has trended upward. Solar prices the majority of your usage at a rate that does not.
Your utility matters more than your zip code
Pennsylvania is served by several large utilities and each has its own rates, net metering administration and interconnection process. PECO covers Philadelphia and the surrounding counties. PPL Electric serves the Lehigh Valley, Scranton, Wilkes-Barre, Harrisburg and much of central Pennsylvania. Duquesne Light covers Pittsburgh and Allegheny County. Met-Ed, Penelec and West Penn Power serve large portions of the rest of the state.
Two homes with identical roofs and identical usage can produce meaningfully different savings simply because they are on different utilities. Any estimate worth taking seriously starts with your actual bill, not an average.
Snow, winter and Pennsylvania roofs
Solar panels work in the cold — in fact photovoltaic cells are slightly more efficient at lower temperatures. What reduces winter output is the shorter day and the lower sun angle, not the temperature.
Snow generally slides off a tilted array on its own within a day or two of a storm, helped by the panels’ smooth surface and the dark glass warming in sunlight. Annual production estimates already account for seasonal variation and for typical snow coverage in your region. Northern and western Pennsylvania see more lake-effect snow than the southeast, and a good design accounts for that.
The more important winter question is your roof. Older Pennsylvania housing stock, freeze-thaw cycling and ice damming mean roof condition deserves a real look before panels go on. If your roof needs replacing within a decade, do that first.

Two ways to go solar
With a $0-down Power Purchase Agreement you pay nothing upfront. You do not own the system — you pay for the power it produces, generally at a rate below what your utility charges, and we handle maintenance, monitoring and the warranty. The incentives flow to the system owner rather than to you.
If you buy the system outright or finance it, you own the equipment, you claim the federal credit, and the SRECs your system earns are yours. The upside is larger over the full life of the system; the tradeoff is upfront cost and responsibility for the asset.
Neither is universally better. Which one wins depends on your tax situation, how long you plan to stay in the home, and whether you want to own another piece of equipment.

Is solar worth it in Pennsylvania?
For most homeowners with a bill over roughly $100 a month, an unshaded roof with remaining life, and a utility with net metering, yes. Pennsylvania’s closed SREC market and steadily rising supply rates do more for the math than the amount of sunshine does. The only way to know for your address is a specific estimate.
