Massachusetts does not pay for solar with a one-time cheque. It pays for what your system produces, month after month, through the SMART program — now in its third iteration, SMART 3.0.
For Program Year 2026 there is 600 MW AC of capacity available, subject to program capacity. Residential systems of 25 kW AC and under receive a flat 2026 incentive rate of $0.03 per kilowatt-hour generated, and qualifying low-income solar tariff generation units receive $0.06 per kilowatt-hour. Those are generation rates, not upfront rebates, and understanding that difference is the whole point of this page.
Generation-based, not a rebate
A rebate lowers the price you pay on day one. SMART does something different: it pays a set rate for every kilowatt-hour your system generates, for as long as your system is enrolled in the program.
That changes how you should evaluate a quote. A system that is well sited, correctly sized and actually producing what it was modelled to produce earns more under SMART than a cheaper system that underperforms. Shade, orientation, panel degradation and inverter reliability all stop being abstractions — they show up directly in what the program pays you.
It also means the incentive is not guaranteed as a lump sum you can count on at signing. It accrues with production.
The 2026 rates, and who gets which

What the rate is worth on a real roof
The honest answer is that it depends entirely on production, which is why we will not print a projected annual figure here.
What we will do on a review is take your roof — its pitch, its orientation, the shading it actually gets across a year — and model the kilowatt-hours a given system size would generate. The SMART rate applies to that number. Put next to what you currently pay your utility for the same electricity, that is the comparison that decides whether solar is worth doing at your house.
Massachusetts has high retail electricity rates. For most homes the larger part of the value is the power you stop buying; SMART is the layer on top of it, not the whole case.
Capacity is finite, and program years close
600 MW AC sounds like a lot until you remember it covers the whole Commonwealth and every system size, not just rooftops. Capacity blocks under programs structured this way fill, and rates in later blocks and later program years are set separately from the current ones.
The practical implication is unglamorous: the timing of when your system is designed, permitted and enrolled matters, and permitting and interconnection in Massachusetts are not fast. Starting the conversation in the same month you hope to enrol is usually starting too late.
We are not going to tell you capacity will run out on a specific date, because we do not know that and neither does anyone selling you a system.
Adding a battery to a SMART system
Storage and SMART are separate things that sit on the same roof, and in Massachusetts they stack in an unusually favourable way.
SMART pays on generation. A battery does not generate anything — it shifts when you use what you generated, carries you through outages, and can earn separately through the state’s summer demand programme. So a household can be paid for what the panels produce and paid again for what the battery contributes on peak afternoons, while also not buying power at the most expensive hours of the day.
Whether that stack is worth the added cost depends on your usage curve and how often your street loses power. It is a real conversation, not an automatic yes.
